Because Xemnas is the NOBODY, not the real person.

 

Xemnas--->Nobody

Xehanort--->Somebody (Real Person)

Ansem--->Heartless

Ansem the Wise had Xehanort as his apprentice. He took the name of his teacher and became "Ansem." He is basically the "Fake Ansem" and then when he died he became Heartless Ansem and Xemnas. Xemnas-X=emnas=Ansem.

Deathskull is right; normally they're anagrams of their somebody's names but because xehanort's a bastard and stole ansems name, he anagramified that instead
