She said it after her meeting with Sora and Riku in BBS when she's about to leave Destiny Island

 

When she refused to choose Sora to inherit her Keyblade because she didn't want him to fight Riku like what she did with Terra

 

The irony is...that one decision is what MADE THEM FIGHT IN THE FIRST PLACE 10 YEARS LATER

It's when she was on the Destiny Islands, after meeting Sora and Riku. She's sitting on the paopu tree, and thinking of passing the power onto Sora, but thinks better of it, since Terra had already made Riku a wielder. Hope this helps:)

Kairi picked the Keyblade waaaay after Sora and Riku got their own

 

Riku survived the possession of Ansem quickly while Terra got his body possessed and the only remaining part of him is probably Xemnas

 

Sora didn't get his heart shattered into two halfs like Ventus.

 

Aqua herself is the reason all of the disasters occured in the series...yeah it's unintentional but because of her mistakes thousands of people turned into Heartless,the lifes of many got ruined...and thanks to her...Xehanort's plan has been set in motion as due to her actions she enabled Xehanort to create Organization XIII

Terra was misguided because neither his Master nor Aqua trusted him...if they trusted them enough instead of spying on him and Eraqus's attempt to KILL VENTUS...Terra might've not ended up like that

 

As for Aqua's fault....sending Terra back to Radiant Garden even though she's aware that he's possessed by THE MOST DANGEROUS WARRIOR IN THE UNIVERSE......I know it's because of friendship,but she could've sunk with Terra's body and try to figure something out in the Realm of Darkness while at the same time keeping Xehanort from ever getting out of the realm and set his plans in motion

 

Aqua's reckless actions caused most if not all the disasters that occured in the series as she let Xehanort loose to do whatever he want with a new body and two incarnations,one assembled Organization XIII and the other searched for the Seven Princesses of Hearts

This is another reason why ven is my fav. of the BBS trio. Unlike Terra and Aqua, HE DIDNT firetruck UP THE WORLDS BECAUSE OF HIS ACTIONS. Instead, he destroyed the X-blade by destroying Vanitas and his heart(even though he didnt destroy it, he just cast it out of his body which damaged himself heavily and put him in a coma) and stopped Xehanorts plan to a degree.
