Short and sweet to the point. We knew it officially began development last year, but KH2 began development in 2003 and came out in late 2005. Granted Nomura said last year's announcement was too early but well...it's Nomura. Maybe he preferred to have it announced a year before release instead of 2. We aren't the development teams, we can't say when it can or can't come out (obviously saying it would come out this year is far fetched and highly improbable) Besides we already have the Osaka team working on it and I'm sure 2.5 is done with and is in it's localization stages. Once the main team is finished and the two teams come together, there's no telling how much of the game will actually be done yet. Two teams would cause it to come out quicker, regardless. Aren't PS4 titles supposed to be easier to develop now too or is that a misconception I got from the interwebs after E3?
I'm still thinking a Q4 2015 release for KH3 is possible.
