Spastic was used in a movie or song I forget which, in America it's apparently used for "spazzing out" like getting high but here in the UK it's offensive. The words are kinda flipped here to America, S*pastic would be more offensive than R*etard here, R*etard is now just a label for stupid where S*pastic is a derogatory word for mentally disabled.

Retard isn't actually taken more seriously, since many refer it to being stupid rather than mentally disabled, which it exactly is supposed to represent.

I just remember on some photo on a fb page someone said retard and a lot of people said it was offensive in america, like C*unt is more acceptable to say here than there.
