I completely forgot that Roxas had Ventus' heart while Sora still had his Keyblade. But it's really confusing. Why can Sora wield one like that?

Sora never went through a Keyblade Inheritance Ceremony so I'm pretty positive that Ven is the reason he can hold one. Then how can he wield a Keyblade without having gone through an inheritance?
