Do we really consider the data fights who already have original fights in game to be new fights tho?

Combine lingering will and the CoM data bosses and that makes more sense imo

Sure, though we're not sure how many of these bosses are new yet. Translations are a bit all over the place but the KH13 for now was is simply:
"– For Limit Cut, they're aiming to have the same amount of bosses as in Kingdom Hearts II Final Mix"

KH2FM added LW + Roxas + Absent Silhouettes. Data fights were refights of AS and story bosses. So 2FM added 7 new bosses

I’d even consider LW and data or Absent Silhouettes to be new since they are modified rather than the same targets.

Plus something that may not count as boss-esque such as the XIII Mushrooms

That's the other thing. I haven't seen any news of anything like this being added
