Jewel rewards are basically just "did you participate? Congrats: you get jewels!" while gems are "you get gems, but you get more if you do better"

B/c the margin for the ranking was too small.

Honestly, I'm glad: the top pvp people are usually people who pay for the game (some whales, some not), and they don't really need the extra jewels like the lower-ranking players do

Gems rewards vary by ranking brackets/sets.

So, some lower-ranking players can still get something if they do well enough.

Gems, on the other hand, are basically a weekly thing in other modes besides pvp, so whales getting more of them for placing higher is less of an issue (for me, anyway)
