Master Xehanort's return has nothing to do with all the time travel shenanigans per se. As you should probably know, the destruction of a person's corresponding Nobody and Heartless will cause them to become themselves again, so Master Xehanort was bound to return regardless of the events in KH3D. Edit: I didn't read what you said right so..the above statement isn't quite accurate as to your actual question. As for Young Xehanort, he is, as his name states, a very young Master Xehanort. The details of as to how he managed to get to the point he did in Sora's time is not something I fully understand. Someone else will have to answer that question.

My guess is that they might have wanted to leave a big impression on their fans, and revealing KH3 was the way to go. Plus, KH HD 1.5 isn't even out here yet. My guess is that they'll announce 2.5 at the nearest Japan conference (Whatever it is that they do.)
