Roxas is probably one of the strongest characters in both regards

Mostly due to how Sora and Roxas are essentially equals in strength and skill. However, Roxas has always had the advantage of being a nobody, and KH2 explains that Nobodies are physically stronger than Somebodies because of their innate state of being(or non being). Roxas also Can duel wield even without a second heart, not to mention he can dual wield freely.

All these things combined make him physically superior to Sora in pretty much every way
