They were both Terra's and Xehanort's. Since upon their creation Xehanort's heart was in Terra

Terra is Xehanort's new vessel so the body becomes his essentially. Same thing with Xigbar and Braig

Not sure If Luxu is supposed to reform once his nobody and heartless are destroyed though

Both Xehanort and Terra reformed, but Terra came back without his body because Xehanort still had it under his control. So Xehanort took the Terranort heart from the past and threw it into Terra’s body again to have two vessels instead of one.
