Sora's mother

From the top of my head, probably the protagonist's mom from Pokemon Moon. I really like her character and seems like an amazing mom.

Oh yeah definitely Lusamine from Pokemon Sun and Moon and Pokemon Sun and Moon anime series. 

Not sure if either of these count as a "mother" exactly, but I'd have to say either Gaia/Elisabet Sobeck from Horizon Zero Dawn.

While Terra from FF6 was not a biological mother, she did care for a good number of children that called her "Mama," and I think she was quite good at it.  I think I may have to opt for her (as well as the fact that I cannot think of many video game mothers worthy of recognition, besides Jenova for all the wrong reasons :P).

Sora's mother! :D Still waiting for Sora to come down there.

Not from a video game, but I think the best mother by far is the mom from Jimmy Neutron.
