The man in the robe is Ansem SoD, who isn't part of Organization 13. Riku is smiling because Ansem's darkness allowed him to finally leave the islands. That was just an unseen event from the past that doesn't give any insight to the future in any way. Good thought though.

I'm currently operating under the assumption that anybody with yellow eyes with be a Xehanort XIII. As such, I DO think that young Riku will be a member of Org XIII. The time travel memory loss is a convenient excuse, and it'll give Riku a perfect opportunity and angst some more and complain about how he's unworthy, rather than developing his character, like how the fans want.
