I had a spotpass message and then when i looked at it my 3ds touch srceen froze.i truned it on and off so i can play kh3d but no touch screen.a while back i got a mii tht said i hack ur 3ds.anyone know how to fix this or how much it would cost????

I don't understand how you could have been hacked. Theres like no software to do anything with or to the 3DS.

Just search all over the internet for someone with the same problem and see if they found a solution. Otherwise contact Nintendo support or a gaming store

I'm guessing that a mii became sentient and started taking revenge on the handhelds that imprison all his mii friends.

First off: THERE ARE ZERO KNOWN METHODS OF HACKING A 3DS VIA STREETPASS.

 

Now, if your touch screen is unresponsive. Call up NoA to schedule a repair, and everything else should be told to you via phone by the rep you're speaking with. Hope this helps.

There might just be something wrong with the 3DS itself, and the name of the mii you found was just to freak passer-byes out, surely if someone was able to hack your 3DS they would play around with your settings and change your mii to let you know. Contact Nintendo.
