Having swaying, low detail, lower poly and texture background characters wouldn't push the hardware much. As long as the map data was compressed well when you weren't there, or just entering the place was a tad slow at that time, a few NPC's could have been present.

Big, spacious worlds but very little people to fill them.

 

If you think that's bad, you should look at a certain scene from KHII in Agrabah...

Technically, the only world that lacks an atmosphere would be Deep Space. /shotshot

Hardware limitations my ass,I know some PSP games that can render many models at the same time, Final Fantasy XII on Ps2 can render many NPCs in one location,Dynasty Warriors even in it's PS2 entries can render hundreds of models so WTF is the KH series's excuse of not being able to render a couple or rotating models for dancing?

Yeah,the absolutely and infuriatingly empty bazaar that you'd usually expect to be FILLED WITH PEOPLE!
