Can somebody explain because I can't find out it how and why he can do that?

Because he wanted it so hard, it magically just happened. Same reason Lea got a Keyblade.

Because if you believe hard enough, all your dreams will come true.

Everything everyone said is basically true. His sincere wish to go back to "The good old days" summoned the door to the past. Just wishing however is not enough, you have to want what your wishing for with all your heartime. And he did.

The power of wishing, like others said. Pete has had this inner longing for years by the looks of it and in KH2, it all came to the surface. Wasn't enough to de-corrupting him, mind you, but he got what he wanted.

It's too bad it was used for nefarious purposes. :P

Time-Compressed Training, the potential to wield one and his strength of Heart, actually.

Allllll that^^^ and add in Lea got the ceremony from Yen Sid. Plus the cornerstone of light factor.

Yeah, like I said, it magically just happened.

There is a clear difference between Magically Happened and Earned, I'm afraid.

The fact of the matter is that Lea trained and earned his Keyblade.

He went through a secret door in the Cornerstone of Light hall. He skirted around the laws of time travel.

Which is fairly bullshit given that all of it happened off-screen and no character actually mentions any of that. You might as well say a wizard did it (which actually is what you're saying).

They showed him going to Yen Sids and asking a question but deliberately did not say exactly what it was out loud ( they did show peeps shocked reactions to his question though) bc it was meant to be a surprise in the end. Do I wish this had gotten more screen time? Yes. Was it not mentioned and shoe horned in conveniently? Not quite..He was also suppose to rescue Sora with keyblade in hand but changed that scene bc of the surprize ending factor as well.

If I remember correctly, there's somwhere in the cutscenes of DDD where someone says that Lea is training in a special room with the three fairies. Haven't played the game yet though.

Because he believed. Similar to other Disney franchises. ( Example, Neverland.)

He went through a door or something.  I don't question it anymore.

The worlds likely made that doorway because they sensed his deep longing to go back and turn his life around, so in good faith the worlds willed the doorway into existence, similar to how they gave Sora and the gang the doorway to defeat Xemnas at the end of the game. Needless to say, old habits die hard and Pete still misused it, but he had the worlds going for a bit.
