If its like costumes (not weapons since they are pretty integral) I'll be fine. Keyblades are just wayyyy too integrated into the gameplay to just give good ones out for a code.

"Game Downloads" still means it's DLC. Because DLC stands for "Downloadable Content" if I remember correctly, So yes, it is DLC.
Square Enix has started a very stupid trend this year.
For Dragon Quest Heroes: The World Tree's Woe and the Blight Below, Square Enix included 11 DLC weapons in the collector's edition. 5 of these were included in the Day One edition, but other than that there is no other way to get the other 6. You can not purchase the DLC via the PlayStation Store unless you purchase the digital collector's edition which of course costs even more than the game itself.
Now for Final Fantasy Explorers, which like almost all Kingdom Hearts games was handled by Business Division 3. They're including four popular main series weapons via quests that can only be obtained through the collector's edition. Which is only available in limited supply and is only available for purchase in select countries & territories. You will not be able to get these on the Nintendo eShop.
We've also seen Hajime Tabata talk a lot about DLC for FFXV but their plans won't be clear until next year.
With all this in mind, there's a very real possibility Kingdom Hearts III could have DLC exclusive to its collector's edition.
