It's the final update so it should have it all. Whether you can just immediately access any chapter or if you'll have to play through still, I don't think we know?

since they would have to do away with paid gacha, i imagine there won't be any new cards, unless they're obtained via the story and also story-based (young xehanort card, odin card, etc.)

they could build a pseudo gacha system using some new in game currency that you collect now instead of paying for it. or even build it into the game like you said and have em drop while playing
