Keyblade Master had a different meaning at the time. 

This is before Kingdom Hearts became Kingdom Hearts episode 3: Revenge of the sith.

He still failed the mark of mastery test Yen Sid gave him, you have to be a master to give the title and Terra and his spirit aren't masters.

This was at the time that keyblade master was pretty much keyblade wielder

Terra's sentiment doesn't get to decide who's a master and who is not.

At the end of Dream Drop Distance, Yen Sid said that both Sora and Riku were worthy of becoming masters, though only Riku was chosen because he went further and saved Sora. To become a master, in my mind, one has to show that he/she has a great deal of ability with the Keyblade to begin with. The Mark of Mastery is simply a final test to see if the wielder truly has the strength/power necessary to protect the balance. While Sora had never taken the test, he did posses the ability with the Keyblade to be considered a master. That is what I think the Lingering Will was referring to.

I go with what MegamanX and FlamingLea said.  At the time of KH2, the whole idea of a 'Keyblade Master' hadn't actually been established, so it could have technically been interpreted differently.  Nevertheless, let's assume that it did mean the actual definition of a Keyblade Master.  While Sora wasn't actually a technical Keyblade Master, and TLS was in no true place to decide if he was one or not, TLS might have been judging his strength from what he could sense, which (As rikunobodyxiii referenced earlier about Yen Sid saying both Riku and Sora were worthy of being Keyblade Masters) could be qualified as Master material.

Fool. It was like the secret bosses in BBS. They were just fights, nothing canon story wise. So even though we fought the lingering sentiment, in the story of Kingdom Hearts, Sora didn't fight the lingering sentiment.

Well what about the Unknown fight from Kingdom Hearts Final Mix?

Fool. That actually happened. And they addressed that in the game. It was never mentioned in the games that Sora fought Terra's lingering sentiment. Yen Sid would have surely found that interesting and Sora would be asking him about it if it happened.

Because in the Mark of Mastery, Riku saved Sora within his two-fold nightmare, and woke him up to ave him. If Sora wasn't able to let himself fall into darkness like that, he would have been able to pass the Mark of Mastery exam.

Because Sora forgot to deny it.

Terra isn't a keyblade master, so he can't decide who is and who isn't a keyblade master. Sora has the strength of one though.

It wasn't known by that Keyblade wielders weren't necessarly keyblade masters.
