At the moment Xehanort is 1 person short of his New Organization, since Sora was rescued. What would your reaction be if he Norted Namine?

Think about it: her existence is enough of an anomaly that Ansem's theory on her might be wrong, you don't see her get forced back into Kairi like Roxas was to Sora, she has proven that she has powers over the mind, and she knows how Castle Oblivion works when so many do not.

 

Namine is a force to be reckoned with.
