Munny qualifies as loot.  In any event, she'd have fought so many shadows and acquired so much wealth that she'd be loaded enough to bribe Xehanort into retirement (he's overdue, anyway).

It's KH. They don't want you to have fun being an ultrapowerful super god. Aqua's going to somehow end up being exactly the same.

But there'll be some reason as to why they all start off at level 0.  Like The RoD gave her amnesia, or being surrounded by darkness stripped her abilities slowly. Etc.
