While Terra from FF6 was not a biological mother, she did care for a good number of children that called her "Mama," and I think she was quite good at it. I think I may have to opt for her (as well as the fact that I cannot think of many video game mothers worthy of recognition, besides Jenova for all the wrong reasons ). -

I was going to say the Ultima Weapon, but it kind of broke the game. My favourite keyblade is the Happy Gear since I find the Agile Claws and Twin Yo-yos so fun to use, so I would say the Happy Gear.
